"Perpetual Peace Primer" for the US-Russia Summits
Please note, below, the letter that was sent by me to US President Donald Trump (sent 21 October 2025) regarding our book and the upcoming planned USA-Russian heads-of-state summit.
I will be doing a formal launch of the book, along with several other new prominent titles, on the opening evening of the upcoming Biennial global conference of the International Peace Research Association (5 November 2025, Aotearoa/New Zealand). We'll also have photos and information for you all once that event takes place.

Dear President Trump,
We, the peacemakers of global civilian diplomacy - from throughout the USA and the rest of the world, write in eager anticipation and lead-up to your summit with Vladimir Putin. We are happy to note your role in achieving a ceasefire in Gaza.
It seems reasonable to predict that any meeting on the war between Russia and Ukraine is unlikely to achieve a similar victory, for obvious reasons. Such a meeting could, however, be used to lay the groundwork for a more fundamental victory in the spirit of John F. Kennedy's "zero war" project, which he announced at the UN in 1963.
US leadership in these regards goes back as far as Founding Father the Dr. Benjamin Rush, an early proponent of the "perpetual peace" that Kant's expanded upon. Rush's 1793 "Peace-Office" seems to us as poignant today as when he first proposed it in 1793. As we prepare to celebrate the 250th anniversary of the Declaration of Independence, some of those classic ideas could be returned to with improvement by you.
Your deal with Putin, as an "America First" strategic initiative, could include agreement with him on only two fundamental issues:
1. Create within three months a joint "Academy of Perpetual Peace" on the "shoulders of giants" of historical peacemakers, consisting of approximately 50 humanities scholars, equally divided from each country, and hear their report, "Strategic Perspective for the Perpetual Peace Science Development," at a future date during your next summit with Putin.
2. Establish within six months a joint strategic "Perpetual Peace Department" of 60 disarmament experts, equally represented by each country, with up to 30% of it representing civilian public diplomacy peacemakers, to plan the joint implementation of the "Strategic Perspective" for perpetual peace. The conflict between Russia and Ukraine could be the top item for consideration, for the world and between the leaders of the two global nuclear powers.
We recognize your desire to leave a legacy that includes a historic global policy of "ending wars" in the interests of "Making America Great Again." This plan, we believe, would accelerate the achievement of a temporary ceasefire between Russia and Ukraine and, at your initiative, overcome its palliative in the future in the mutual interest of all.

First, allow me again to thank Leo for the suggestion about nominating me for a 2026 Nobel. I feel humbled and honored by this, full stop. Absolutely nothing about the awarding of the 2025 Nobel diminishes that for me, nor should it for any of us.
Second, unless you want to argue that the Norwegian Nobel committee, by its actions this year, do not themselves deserve a Nobel Peace Prize, please allow me to disagree with your point that we should disassociate with the Nobel entirely. Should we ask our own Nobel laureate from Northern Ireland to send back her very-well-deserved medal? I should say not!! Should I, going into the grand, global Biennial conference of my International Peace Research Association conference next week all in a rage, with representatives of Nobel Peace laureate organization ICAN presenting in person and the wonderful 2024 Nobel Peace recipient Nihon Hidankyo presenting via video? No, I celebrate both of them and all that they say, including their very appropriate winning of the Prize. And after the conference, on my way home via East Timor where I plan on meeting their President Jose Ramos-Horta (1996 Nobel Peace recipient), should I spend my brief time with him talking about how low the Nobel Committee has descended to, rather than give him a copy of our book and discuss that??
No, no, and no!
I think in general here, there is a great deal of overly high expectation of what the Nobel is and what it is not, resulting in your confusing posts which I disagree with. As soon as this year's horrifically bad awarding was released (almost but not quite as bad as the Nobel prize awarded 52 years ago), I wrote this as clarification for the naysayers. I still stand by my remarks. I wrote:
It should go without saying that the Nobel Committee has historically prided themselves as being a grouping pandering neither to the left nor the right. Like any rational entity, however, they are swayed by the times. They have also, through the ages, made some wonderfully heroic choices (Desmond Tutu, Jose Ramos Horta, Irish Peace People) and some disastrously stupid ones (Henry Kissinger, today's pick). The answer to "why" can be found in this dialectic. In an incredibly reactionary period, the hard push by the most powerful economic and military figures on the planet was for Trump. By their considerations, the Nobel Committee of 2025 backed away from that pressure. Instead of taking a principled position and choosing someone actually committed to peace, justice, human rights, or democracy, however, they chose someone who they believed might mute the cacophony of "why not Trump" voices.
They were wrong on all counts.
But this is no reason to count them out for all time, just to criticize their current decision. It is not impossible to imagine that some time in the not-too-distant-future another extraordinarily good choice - like Desmond or Jose or Mairead - might equally be made.
I fully share Matt's response regarding the Nobel Prize, and thank his for it. But this is an old and sharp issue, expressing a centuries-old, profound duplicity of Western institutions, interests, and policies, the double standards of Western culture and the West as a whole. This duplicity (hypocrisy) defines its complete disorientation on key values, including God, peace, justice, human rights, and democracy.
The Nobel Committee once denied the prize to the greatest peacemakers Leo Tolstoy and Mahatma Gandhi, but shamefully want to award it to Hitler and Goebbels, completely discrediting it. This is reflected in the critical materials published on the GGHA website here: https://peacefromharmony.org/?cat=en_c&key=921, and here: https://peacefromharmony.org/?cat=en_c&key=997.
The Nobel Peace Prize perversion is analyzed most thoroughly in an honest, yet suppressed book by the West, which is "unfavorable" to it: Fredrik S. Heffermehl. Shame or Fame. Norway and the Nobel Peace Prize. 2020. And his. The Real Nobel Peace Prize. A Squandered Opportunity to Abolish War. 2023: https://booksfromnorway.com/books/2151-fame-or-shame. He died in 2023, may his memory be eternal.
Despite all the Nobel Peace Prize shameful stains, it should not be rejected, but renewed and imbued with new scientific and spiritual meaning - the "Perpetual Peace Science." This should be a prize not for precarious, temporary truces between wars, as before, but a prize for a movement, for steps toward Perpetual Peace for humanity, toward a global Perpetual Peace Culture that excludes war, based on its objective, eternal, and immutable planetary spheres and truths for all peoples. This is what Nobel wanted.
This is revealed for the first time to a Western audience in the historically bold, courageous, and unprecedented publication of this science Primer in the United States for the West. Therefore, Matt Meyer, who first published our volunteer-funded "Perpetual Peace Primer" over 20 years, despite all its technical shortcomings, deserves, more than anyone, the Nobel, Western Peace Prize.
I was guided by precisely these considerations of truth in my proposal to nominate him for the 2026 Nobel Peace Prize, which will simultaneously serve as a cleansing and restoration of honor to this great award by Alfred Nobel for the "PEACE CHAMPIONS." Precisely perpetual peace, and not temporary military truces, if they do not lead to perpetual, true peace! Who else deserves it than the herald of the Perpetual Peace Science in the West? This science offers a solution to all armed conflicts, especially the Ukrainian one, for the leaders of the USA and Russia (see our banner for them below), in a long-term perspective to their resolution, the leaders’ education in it, youth, and the peoples of all countries.
I am confident that our colleague and longtime, since 2016, coauthor of this science, the great and courageous woman peacemaker who stopped the civil war in Belfast in 1976, Mairead Corrigan (https://peacefromharmony.org/?cat=en_c&key=678), will find it possible and necessary to nominate Matt Meyer for the 2026 Nobel Peace Prize!
It will usher in a new era for humanity – an era of conscious, scientific, planetary Perpetual Peace for Humanity! Why not now in 2025, when the unprecedented, first-ever book on Perpetual Peace has been published, revealing its greatest Kantian idea of 1796? Why not in 2026, with Matt’s recognition in the Nobel Peace Prize as the true "Peace Champion" of the new century new modernity? His prize will be the prize for all 20 coauthors of our book!

Machado has not stood for anything peaceful regardless of her politics. Nor does Norway stand for anything peaceful. It has thousands of Yankee troops on its soil. It is a full partner with US Navy Seals and CIA in blowing up Nord Stream, which was the worst human caused pollution disaster to the air and seas ever, and which started the destruction of European economies, especially Germany, stupid that they are to allow such a self-destructive act.
If we really want peace, we must ACT for peace. Supporting Norway and or its war-maker Nobel peace prize is stupid counter-productive.
"Incidentally", Obama did not stand for anything peaceful either when offered the dirty compromised prize. Following that award, he continued adding countries to his gun belt. He overtook Bush's two wars and added five of his own. He obviously wanted to please the white warmakers so he could be accepted by them.
I am deeply honored by your wonderful offer, which I greatly appreciate and deeply thank you for.
However, I must decline it for the following reasons.
1. The most important aspect of our work with the “Perpetual Peace Science” (PPS) is its promotion, bringing it to the attention of world leaders, organizations, parliaments, media and peoples. Matt excels in this area. Without his advancement, PPS will remain a dead achievement for decades. I, in Russia, lack the broad opportunities for its advancement, and my health has weakened, that Matt possesses.
2. Matt, the only one on our team, brilliantly understands the intellectual complexity, depth, social significance, and peacemaking value of PPS.
3. Despite the fact that he joined the GGHA team relatively recently—if I'm not mistaken, since 2020—he has made a huge contribution to PPS. But most importantly, he holds a firm philosophical and scientific conviction of its dire social necessity in the West nuclear, militaristic civilization, which is inexorably and relentlessly striving toward its own nuclear holocaust, which has paralyzed its alternative, holistic, spheral thinking as "substantially new" (Einstein). only this, alone, reinforced by its only adequate tool—spheral AI—is capable leading humanity out of the total and inescapable threat of extinction while traditional, disciplinary, and inherently militaristic and suicidal thinking remains dominant. Matt understands this perfectly. There is no one more capable and worthy of its successor, if I were to leave the stage.
4. Lastly (or perhaps firstly), the Nobel Committee will never, under any circumstances, award its prize to an honest thinker devoted to Russia, especially in our war-torn and Russophobic times. It is an absolutely futile attempt to seek a Nobel Prize for me and for me.I was nominated for it three times, in 2013, 2017 and 2020 (https://peacefromharmony.org/?cat=en_c&key=1000). I decline it. My nomination would only ruin Matt's. I categorically do not want that. It would be better for him to receive this award alone, a chance he has of winning against a competitor like Trump. But every nomination by Matt will increase his chances and will serve the most important purpose – advancing our science into society, into the media narrative. Peace, especially true peace, Kant's PERPETUAL PEACE, is forever banished from the modern, 100% militaristic narrative. That is my final word.
I would like to add just one thing: I think the best time to nominate Matt would be January, as he will have many new real advantages and achievements for two months before that.

About our Primer name
Dear coauthors-peacemakers,
We are happy to announce that our safe and warm family vacation on the Crimean coast is over! We are grateful to Mairead and Matt for their sincere wishes and greetings!
We took a break from the political routine not only with the sun and sea, but also with a fascinating reading of the remarkable biography of the brilliant writer, poet and peacemaker Victor Hugo by Andre Maurois. From it I first learned that Hugo in August 1849 convened the first European "Peace Congress" with the participation of the main European states, which are now carried away only by the third world war under the false flag of "peace", as in Orwell "War is peace, lie is truth, freedom is slavery, ignorance is strength."
Here a very important question arose about changing our Primer title (https://peacefromharmony.org/?cat=en_c&key=1288) with the inclusion of the term "perpetual peace" and not just "peace", which can in no way be rechristened as "war". For Kant, and for us after him, “perpetual peace” and “peace” are synonyms. He warned against the confusion of identifying the “truce” between wars in the arms race with “peace.” Peace is only perpetual peace on the foundation of the objective harmony of the eternal spheres of social nature and adequate, spheral thinking; but the break between wars, in which a new war is being prepared (or not excluded), is not “peace,” no matter how “long and durable” the leaders call it, but only a “truce.”
The leaders do not know the eternal spheres of perpetual peace, are deprived of adequate spheral thinking, therefore they do not risk and are not able to use this only scientific concept of “perpetual peace.” We must firmly emphasize this, the only true position of Kant, in our Primer title. We cannot follow here the false tradition of militaristic, disciplinary thinking, to which, in view of its confrontational nature, this concept is simply inaccessible.
We ask you to approve or reject this proposal with your YES or NO within two days, up to and including September 18. Silence, as always with us, is YES. Thank you very much for your responses.

Thank you very much for your high scientific appreciation and strong support of the key idea of the three natures and their spheres in our Primer as the "crucial structural language for peace," and for your innovative fundamental proposal of a "biospheric framework as an integrating core." I have translated your text into Russian, reviewed it, and will publish it on our website with comments in about a week or two, after completing our work with the English Primer. This is a long-term work, to which you have made a significant contribution, is a priority for all of us, for the GGHA as a whole.
As for your fundamental proposal, it requires at least a year of preliminary work and discussion with biologists and Indian experts in Sarvodaya of Gandhi's Hinduism. Ultimately, these joint scientific efforts can and should be presented in a separate book. Fundamental innovation is not a sprint, but a long marathon, just as we have been working with our Primer for 20 years, involving hundreds of experts from dozens of countries. So, please consider a program for this work for next year. Do you agree with it?
