International Peace Research Association (IPRA) Special Resolution PERPETUAL PEACE FOR HUMANITY'S SURVIVAL, ABOVE ALL! Approved by the Conference on November 5, 2025, New Zealand Draft prepared by Leo Semashko, October 26, 2025 We, the international conference of volunteer peacemakers and researchers for peaceful resolution of military conflicts, CALL on the UN and the great nuclear powers—the United States, Russia, and China: 1. RECOGNIZE 2025 as the END of the 80-year era of humanity's life in the nuclear civilization of an unprecedented, total fear before insurmountably growing planetary nuclear holocaust, which can happen every day, and 2. CONSTITUTE 2026 as the BEGINNING OF A CONSCIOUS ERA OF PERPETUAL PEACE, ITS SUPREME VALUE WITH THE INSEPARABLE ATTRIBUTES OF JUSTICE, COMPLETE SECURITY, TRUTH, EQUALITY, NONVIOLENCE, FREEDOM, BROTHERHOOD, AND THE PRIORITIATE RIGHT OF HUMAN TO LIFE AND HUMANITY TO SURVIVAL, ABOVE ALL, TOGETHER WITH GOD! 3. RECOGNIZE PERPETUAL PEACE OF HUMANITY and its inseparable attributes of the single moral imperative highest value, EQUALLY necessary, sufficient, and acceptable for the sustainable development and prosperity of every nation and of humanity as a whole, indivisibly, without any racist hierarchies of peoples and ethnicities, in one and harmonious multipolar world order. 4. RECOGNIZE that the perpetual peace consciousness has always existed spontaneously in all historical cultures of humanity, but its philosophical and moral-legal idea was first expressed by the genius philosopher Immanuel Kant in 1796. This year marks the beginning of the second "axial age" for the birth of "a substantially new [holistic, planetary, spheral] manner of thinking" (Einstein), which alone is capable of a holistic scientific understanding/vision of planetary perpetual peace, inaccessible to fragmented disciplinary thinking, epistemologically responsible for the total historical confrontation of peoples, their total militarism, and mutual violence. 5. CALL the peoples to practical general discussion the book: "Perpetual Peace Science. Primer of this Science and its AI", pilot edition in English and Russian, 2025: In English: https://peacefromharmony.org/?cat=en_c&key=1288, In Russian: https://peacefromharmony.org/?cat=ru_c&key=1145 to verify the truth of its original paradigm and adopt it as a common framework for resolving all conflicts, not through palliative, temporary military truces, but through the intention of perpetual peace, no matter how long-lasting. The truces have never been peace; they are always a continuation of war. It must be remembered that this science was first created by the volunteer efforts of humanitarian peacemakers from global civil society during past 20 years. Therefore, despite all its merits, it contains many shortcomings. It does not claim to be the ultimate truth, as the dogmatic ideologies of the past did, and therefore requires continuous improvement, refinement, and supplementation. This book today, for the first time, systematically summarizes, in a concise and scientifically verified manner, the historical experience of the spontaneous development of holistic, spheral thinking and awareness of perpetual peace since Kant. Its science is not a fiction. It is built "on the giants shoulders" of past peacemaking, on the synergistic integration of their historical achievements as essential contributions to understanding the incredibly complex perpetual peace of humanity. Of course, the scientific paradigm of perpetual peace, presented for the first time, defining its theory, laws, structure, and constants, requires comprehension, verification, and development by every nation in an independent "Academy of Perpetual Peace." only similar scientific understanding will allow every nation to recognize confidently perpetual peace as a fundamental planetary pillar for the resolution of all conflicts in the long term, not limiting itself to temporary military truces, no matter what peaceful rhetoric they may conceal. Such truces, filling all of past history, serve to fuel new wars and have no relation whatsoever to true, perpetual peace unless they are strategically, both initially and in the long term, consciously and by mutual agreement not directed toward it, as the initial and final intention of any temporary military truce. 6. RECOGNIZE, in practical movement along the path of perpetual peace, its primary institutionalization, initially, in two national and/or joint international institutions: 1. A government strategic "Department of Perpetual Peace," first proposed in the United States by Benjamin Rush, one of the USA "Founding Fathers" in the late 18th century, and 2. An independent macrosociological, social science "Academy of Perpetual Peace" for the "Perpetual Peace Science" development and the scientific procuringaforementioned department. 7. CALL on the USA and Russia governments, which are most responsible for a peaceful resolution of the Ukrainian conflict as the most dangerous "trigger" of global nuclear war today, to CREATE joint institutions for ongoing dialogue, as specified in paragraph 6, consisting of approximately 25-30 experts from each side, and to place their multiple summits "PURSHUING PEACE" on this extremely complex global conflict on the fundamental basis of strategic PERPETUAL PEACE. Its scientific aegis in resolving this and other conflicts is substantiated in the aforementioned book, as well as in letters to the USA and Russia Presidents, in a first approximation. 8. CALL on the UN and all international organizations, as well as all national parliaments, to discuss and approve the relevant PERPETUAL PEACE RESOLUTIONS, emphasizing the special capabilities and contributions they possess to achieving planetary perpetual peace. 9. CALL on all artificial intelligence (AI) developers to join the competition for the most profitable, large-scale, and end-to-end AI of planetary perpetual peace, the spheral architecture of which, as a "totally new approach," is defined by the leading corporation "OPEN-AI" leader. only such AI will be capable to become a single, common tool for all the planet inhabitants in education, understanding, and participation in the constant regulation of the historical dynamics of the humanity highly complex perpetual peace, without which its defining reality remains, as before, outside the peoples’ common consciousness. 10. PUBLISH the book: "Perpetual Peace Science. Primer" in a second, revised and supplemented edition in mass circulation in six UN languages, with the inclusion of this IPRA PERPETUAL PEACE RESOLUTION as an appendix, funded by donations from IPRA members and sponsors, by March 1, 2026. Dear Leo, This proposal for a Special Resolution to the upcoming IPRA conference is a welcome idea that I have a lot of unity around. As I've already noted, there is a space on the Opening evening of the conference (5 November) that will spotlight important new books in the field, and I will be launching our book “Perpetual Peace Science” (along with a couple of others) at that time. Politically, I am in full agreement with most of what is written in the resolution. That being said, there are a number of specific modifications that must be made, and understandings that you should be aware of before going forward...
