«United by perpetual peace we stand»

         The explanation of the "Constitutional Norm of Perpetual Peace (CNPP)" of Russia (below) aims to provide its scientific and legal justification in the relevant theses below, relying, firstly, o­n its broad presentation in the works of Jürgen Habermas [1; 3] to the "Kantian constitutionalization of international law" [2] and, secondly, o­n the content and conclusions of "Perpetual Peace Science. Primer. GGHA, 2025" [4]

         1. The norm of "Perpetual Peace" proposed by us for inclusion in the Constitution of Russia below is not something new, but represents the first real attempt to constitutionalize the international law of perpetual peace, i.e. Its inclusion in national constitutions, proposed by Immanuel Kant [2], which the founders of the League of Nations tried to implement in practice, but unsuccessfully. It is analyzed in detail by J. Habermas [2] and is widely discussed in the scientific literature.

          2. The Habermas main conclusion and the discussions he launched is that the constitutionalization of perpetual peace (PP) as international law (IL), i.e. the inclusion of PP in the state national constitutions, has become most relevant since the time of Kant and the League of Nations precisely in our time, as a time of "anarchy, chaos, disregard for international law, a return to "war of all against all", the emergence of a unipolar global order, etc." This time, in his opinion, is a time of "the collapse of state power, which is fragmented into an ugly mixture of ethno nationalism, tribal strife, international crime and civil war." [1; 3]

          3. The PP constitutionalization is extremely important and necessary because o­nly it "gives rise to perpetual peace not o­nly as a preferred goal, but also as a principle of law...", i.e., as a binding norm for every state, affirmed in its constitution. "Kant understood constant [PERPETUAL] peace o­n a global scale as a consequence of the complete constitutionalization of international relations" that Habermas evaluates as the best way to overcome the "ugly mixture of the collapse of state power." [1; 3]

         4. According to Habermas, the unconditional positive aspect of the constitutionalization of international law, in all respects, encounters an insurmountable "stumbling block" since Kant, which he carefully and veiledly calls "cognitive dissonance." [1; 3]

         5. This can also be called the "cognitive birth pangs" of international law, which has been giving birth to the PP constitutionalization for centuries, a process it has o­nly reached in our time of understanding the "Perpetual Peace Science" (PPS) in a qualitatively, "substantially new" (Einstein) spheral planetary thinking. [4]

         6. He incorporates into this broad concept of "cognitive dissonance" not o­nly the chaos of contradictory opinions and ideas concerning both international law and the confusion in understanding its key foundation – PP. This concept includes the complete absence of scientific, fundamental, necessarily empirically verifiable knowledge about the PP, about its new, spheral thinking, o­nly in which the planetary, cosmopolitan according to Kant, integrity of PP becomes understandable and intellectually visible. [4]

         7. Not a single UN global peace project, not a single "Earth Constitution" project [?], or similar project can emerge from similar "cognitive dissonance," because without fundamental knowledge of the CONSTANT OBJECTIVE PILLARS of COSTANT (PERPETUAL) PEACE, there can be no coherent, mutually understanding speech, discourse, or narrative about it. They can't be anywhere —in philosophy, sociology, politics, law, morality, art, governance, pacifism, etc. Traditional, unilateral, disciplinary thinking, "blind to the whole," is, by definition, incapable to provide a scientific understanding of PP. [4]

         8. The PPS proposes to launch the Kantian project of PP constitutionalizing of international law with the simplest and most obvious requirement, formulated by Kant more than 230 years ago. This is a voluntary commitment of any peace-loving state, which it enshrines in its Constitution as its most reliable, guaranteed obligation: "decisive refusal, a sovereign prohibition, and a complete abstinence from offensive war or armed attack on any other country." This obligation does not negate his right to self-defense.

         9. The constitutional norm: "decisive political refusal, sovereign prohibition, and categorical moral imperative to abstain from offensive war or armed attack o­n any other country," or briefly: "decisive refusal from offensive war" (DROW), is recognized as the PP starting norm of Russia and every peace-loving national state. It must be approved in the most democratic manner—by a popular referendum, taking into account the peace-loving votes of all children as the citizens of countries not participating in the vote, but interested in life o­nly in PP, and not in exclusion of war. Because they become its mass, voiceless victims, whose voices no o­ne wants to hear and take into account.

         10. The DROW constitutional norm prohibits offensive wars, but leaves open and requires the PP offensive, initiative policy, primarily through its two fundamental permanent institutions, overcoming the weakness and lack of willpower of more than two centuries of its "cognitive dissonance" identified by Habermas. The first institution is the political "Department of Perpetual Peace" (DPP) under the national leader rule and the second institute, providing scientific support for the first, is the independent scientific "Academy of Perpetual Peace" (APP), under the national leader supervision and general oversight. These PP institutes are detailed in numerous publications of the GGHA PPS during 21 years of its work.

         11. These and similar institutes will ensure the PPS laws transformation, as revealed and verified within it, into innovative o­nes that complement the insufficient international laws of the UN, UNESCO, and other international organizations. They will ensure their constitutionalization in order to overcome the impotence of international law and its organization in the face of wars to date in the nuclear civilization. This process is also lengthy and will take at least until our century end, involving new generations, new governments, new scientists, politicians, diplomats, and new peacemaking NGOs.

         12. In accordance with the requirement of the “complete constitutionalization of international relations” of Kant and Habermas, the DROW constitutional norm is spreading to all national states, primarily peace-loving o­nes, which have long recognized the requirement of “world peace” as obligatory and necessary, as demonstrated by the countries of BRICS, SCO, EurAsEC, CIS, the Union State of Russia and Belarus, etc. The proposal to constitutionalize the PP was sent to the Prime Minister of India N. Modi [6] and even earlier to the leaders of Russia in the project of “Perpetual Peace of Russia and Ukraine” [7]

         13. The DROW constitutional norm creates special advantages for its initiator, for Russia, when it adopts it, for which it is most needed today and which will become the world leader of the international peacemaking process “CONSTITUALIZATION OF THE PP” until all 194 UN states recognize it in their constitutions that, according to our estimates, may take until 2100 [8].

         14. The Russia's key political advantage from recognizing the DROW norm (below) in its constitution is, first and foremost, that it provides the fundamental basis for Russia's eternal peace with the peoples of Ukraine, Europe, and the West as a whole. It is disavowing all the fake and propaganda declarations and doctrines of their Bandera and militaristic regimes about the supposed "inevitable attack and war of Russia" against them in the coming decades, starting since 2027 and beyond. Such monstrous lies allow these countries to increase military and financial aid to the Nazi Kyiv regime for many years to come, maximize militarization, the arms race, and military budgets to tens of trillions of dollars. They plan for them until the century end, expanding nuclear weapons into Ukraine and outer space, as well as the use of solar energy for military purposes.

         15. This scaling of nuclear weapons from a "triad to a tetrad," with their handover to the Nazi-Bandera regime in Kyiv, ensures the inevitability of a global nuclear war with its "Mutually Assured Destruction" (MAD), and before that, Russia's constant "Great Patriotic War," the latest of which was launched by Bandera's Ukraine in 2014 after the Maidan coup.

         16. For the Russian people, due to their millennia-long civilizational peacefulness, all militaristic insinuations of "Russia attacking Europe; the threat emanating from Russia; Russia won't stop at Ukraine, etc." seem ridiculous, "nonsense, the ravings of a gray mare," and similar assessments, which are often voiced in it. Russia has never intended, and does not intend, to attack anyone or seize new territories, of which it has in abundance. This is clear to every Russian. But for the West and Westerners, amidst a sea of ​​false, daily propaganda, who see Russia's global military-technical leadership in new, invincible weapons and the best, most combat-ready Russian army (as proven by its four years of its SWO in Ukraine), such insinuations and fakes about Russia are very effective in zombifying European peoples, including the people of Ukraine.

         17. Therefore, o­nly a single, constitutional norm of the DROW, approved by a national referendum, will remove any real ground from under all such fake, propagandistic insinuations from Europe and the West, from under all their military preparations and intentions in the perspective of general and complete disarmament o­n the basis of the PPS. o­nly this will arm the peoples and all opposition forces within them, including Ukraine, with Russia's invincible constitutional argument, which, through the PP norm, will transform them from adversaries into allies of Russia in PP with it, precluding both an eternal Great Patriotic War for Russia and MAD for all peoples. Of course, the DROW norm, as the PP first norm, must be actively and continuously developed by Russia through the aforementioned and other state institutions, in order to transform its broad, planetary reality of international relations into the PP international law by the next century beginning. Therefore, the PP Russian constitutionalization advantages into the DROW norm will be felt not o­nly by Russia, but also by all the peoples of Europe, including Ukraine. They will certainly replace their militaristic regimes with peace o­nes, armed with the truth of Russia's constitutional "nonaggression," ready for peaceful cooperation with Russia for their own good and the good of all humanity.

         18. The PP Russian constitutionalization in the DROW norm will constitute an alternative to the palliative (in violence), but important for the PP "Board of Peace" of President Donald Trump, a constructive addition to the PP constitutionalization of international law development. It would provide this "Board of Peace" with Russia's participation, with the foundation for quickly and effectively achieving "Perpetual Peace of Russia and Ukraine" (PPRU) over the next two to three years. It begins with a month-long ceasefire and filling these years not with Ukraine's rearmament, but with the creation of joint peace institutions and the implementation of the Ukraine joint revival program under the Russia DROW norm as security guarantees. They would create, within two to three years, a detailed, scientifically sound plan for peace between the two countries, spanning many decades. This process would be far more effective than the protracted, agonizing, and futile search for a "long-term, lasting peace" without the PP constitutionalization within the DROW norm framework for both Russia and Ukraine, and, potentially, for the USA.

         19. This norm would transform Russia, USA, and Ukraine from adversaries into allies of PP o­n the basis of their mutual, agreed-upon constitutionalization of international law, beginning, first, with the constitutional prohibition of racism, Nazism, and terrorism, the constitutional guarantee of the rights and freedoms of all the peoples of Ukraine, including the Russian people. And with the mastery of the PPS spheral, “substantially new manner of thinking” (Einstein), only o­n the basis of which the PP scientific understanding can be achieved. Within its framework and with the help of its instruments, primarily the Spheral AI (SAI) [9], the constitutionalization of international law will continue in such areas as the limitation and prohibition of nuclear weapons, their non-proliferation, the joint resolution of all armed conflicts o­n the planet through the DROW constitutional norm of the parties, the preparation of general and complete disarmament program with the first demilitarization of Ukraine, etc.

         20. Russia's constitutionalization of PP in the DROW norm will become a planetary political thunderstorm within a nuclear civilization that has been relentlessly rolling toward MAD (Primer. Chapter 2) for over 80 years, and whose governments have yet to ignite even the slightest spark. o­n the contrary, the GGHA PPS, its "PPRU" plan, and the launch of a planetary ("cosmopolitan" in the terminology of Kant and Habermas) process of PP constitutionalizing of international law, beginning with the simplest norm of the DROW, opens up a fundamentally alternative perspective for the humanity survival and the eradication of all wars in accordance with the precepts of Gandhi, Kennedy, King, Patrice Lumumba, and the aspirations of all peoples.

         21. J. Habermas draws a fundamental conclusion about the weakening and "division of the West" as a result of militarization and the unbridled, accelerating arms race, trampling o­n all PP international law [3], linking the revival of the West precisely with the Kantian constitutionalization of this law. Russia can and should start its in order to protect both itself and the West from constant war against PP. Militarism does not unite, but divides peoples, even allies. However, as Habermas's analysis of more than a century of history has shown, the constitutionalization of international law has proven impossible, encountering numerous insurmountable obstacles, primarily "cognitive dissonance," i.e., a complete scientific misunderstanding of PP, which can o­nly be overcome o­n the basis of a planetary and verified PPS. Consequently, without PPS based o­n spheral, "substantially new thinking" (Einstein), substantiated in PPS and its Primer [4], any constructive advancement in the PP constitutionalization of international law is completely impossible. The conclusions from this irrefutable integral illation of J. Habermas and the GGHA are self-evident for any thinking person.

         22. The PPS fully integrates all of J. Habermas's ideas regarding Kant's project of PP constitutionalizing, synthesizing them in synergy with the PPS macrosociological planetary laws, overcoming all obstacles in its path, primarily "cognitive dissonance," i.e., humanity's historically conditioned ignorance in PP. The "cognitive dissonance" of traditional, disciplinary, o­ne-sided (unilateral) thinking "blind to the whole", including Habermas's, is overcome, so to speak, by the "cognitive holism of spheral, multilateral thinking." The PPS fulfills the historical planetary mission of uniting humanity through the PP, through the constitutionalization of its international law, which displaces the "divisive" mission of traditional, millennia-old militarism and its deadly arms race. This is the alpha and omega of humanity's survival in the suicidal-genocidal nuclear civilization of our transitional times.

            23. Objectively and conceptually, the PP constitutionalization based o­n the PPS "cognitive holism" is so theoretically powerful, factually fundamental, and practically useful, especially for Russia, that it is difficult, practically impossible, to devise any serious scientific objections to it, especially since Kant's PP in Russia has remained little studied [11]. Our work fills this very important and actual gap for the Constitution of Russia [10] at the present stage of its history.

     24. Result. The best summary of our explanations essence is expressed by the ancient Indian parable "The Blind Men and the Elephant" in the well-known image below, the meaning of which is revealed in the Chapter 2 details of our PPS Primer [4: https://peacefromharmony.org/?cat=en_c&key=1268].

The "divided West" Nuclear civilization is in the cognitive trap of disciplinary, unilateral thinking,
"blind to the whole" of perpetual peace in millennia.

It is doomed by this thinking toscapeless "Mutually Assured Destruction" (MAD)
since 1945, since Hiroshima/Nagasaki.

         As a result, Habermas's "cognitive dissonance" of unilateral, disciplinary thinking, "blind to the whole," turns out to be a deadly "cognitive trap" for the Western nuclear civilization, beginning with Hiroshima/Nagasaki. It condemns it to the nuclear MAD for more than 80 years and beyond, until it finds within itself the ability to rise to the level of spheral, holistic "substantially new thinking" (Einstein), first systematically revealed in its foundations and verified in the PPS (4) of the GGHA for more than 20 years.

         The PPS spheral, holistic thinking, armed with adequate, spheral AI, is capable of cognition, understanding, governance, and use of all planetary wholes of humanity. They begin with the spheres and spherons of its perpetual peace, constituting the humanity o­nly modus of life. They continue in the noosphere and the spheres of its social production as a whole; in the freedoms and rights of man in all social spheres as a whole, beginning with the first right of peace life in them without war; in the ecology of all spheres of nature as a whole; in social equality, brotherhood, freedom and justice in all spheres of humanity in their harmonious whole, etc.

         The practical embodiment of this scientifically conscious spheral integrity of the humanity PP all spheral constants begins, according to the brilliant intuition of I. Kant, as revealed by J. Habermas, with the necessary constitutionalization of the elementary norm of international relations, recognized by international law, with the norm of prohibition and voluntary abstinence of "offensive war, armed attack," etc. This norm is consonant with the intuitive religious norm "thou shalt not kill" and the fundamental "golden rule" of world religions, which receive a spheral, holistic explanation in the PPS [4].

         Therefore, Kant's project of constitutionalizing international law of PP and its impossibility in Habermas's "cognitive dissonance," i.e., in the disciplinary, unilateral thinking "blind to the whole" of the West militaristic nuclear civilization finds sufficient scientific and practical justification in PPS and our proposal based o­n it. But, as always, "who can do it better, do it: Hic Rhodus, hic salta!", as they said in ancient Greece.
